SC Primary Health Care Association Statement on the Passing of Wilford A. Payne
January 4, 1945 - July 2, 2016

We are deeply saddened by the recent passing of Wilford A. Payne, the executive director of Primary Care Health Services (PCHS) in Pittsburgh, PA and nationally known advocate for the underserved.

Mr. Payne provided health care to the underserved in Pittsburgh for more than four decades. He built PCHS from a struggling center to one of the largest networks of private clinics in Alleghany County.   Today, PCHS is a network of 13 health centers that includes services for the homeless, supportive housing, and a family support center that equips families with the tools and support then need to be successful.

"This is a great loss to the Community Health Center family," said Lathran J. Woodard, chief executive officer with the South Carolina Primary Health Care Association. "I have known Mr. Payne for more than 25 years, and I know his commitment to the underserved in his community was unwavering.  He was an influential supporter of the national Community Health Center movement, and he will be missed."

Mr. Payne was also one of the founders of the Pennsylvania Association of Health Centers and was very active in the National Association of Community Health Centers serving as its President from 1989 to 1990.

Mr. Payne died on July 2 - gone, but will never be forgotten. His legacy will live on through all of his many accomplishments and his work.
